toughen law penalties against animal cruelty and save more animals

we need to toughen penalties for those who break the law by abusing animals. Our law enforcment officers are not doing near a good enough job as they can to prevent this kind of treatment and behavior from happening to animals. This is iurresponsible and we as citizens of the community who own pets ourselves need to step up and lend them a hand. It frustates me that we are doing just enough to help them so we can say we helped to recieve a pat on the back. Tougher laws will eliminate this inconsistency in penalties of law breakers so we can make an impact and actually save more lives. If we can win wars then i;m sorry, but it isn't hard to save 10,000 more animals a year. Winning and surviving a war is a lot harder.
